In October 2013 a Guangxi businessman paid 2 million yuan, about $330,000, to have his business partner killed. The man who finally showed up was working for a promise of 100,000 yuan, about $16,000, payable after the job. Tan Youhui had invested 50 million yuan in a Nanning housing development. In 2013 his partner Wei sued for 133 mu of the land, about 22 acres, and the court froze it so nobody could build. So Tan paid a cement dealer named Xi Guang'an 2 million in cash to have Wei killed, plus Wei's ID copy, phone number and license plate so Xi could find him. Xi kept 1 million and passed the rest to Mo Tianxiang, a barbecue restaurant owner. Six months passed with nothing done, and Xi asked Tan for another million. In April 2014 Mo hired Yang Kangsheng, out of prison two years, for 270,000 up front and 500,000 on completion. Yang hired his cousin for 200,000 and the same promise. The cousin hired his former cellmate, Ling Xiansi, for a promise of 100,000 after completion. On April 28th, 2014 Ling left a phone number with Wei's receptionist. When Wei called, Ling told him someone had paid him to kill him, but it wasn't worth it for only 100,000 yuan. That night in a coffee shop Wei stuffed tissues in his own mouth and put his hands behind a chair. Ling photographed him, handed over the phone with the surveillance pictures, and told him to disappear for a week. That is how every man in the chain made his money: hire someone cheaper, pocket the rest. It works as long as the guy at the bottom will do the work. For Ling, 100,000 yuan against a life sentence was not worth it, so he found the one person who would pay him for the job not happening: Wei. Wei went to police in August. Two trials acquitted all six: the 2 million was cash with no record, and the only physical evidence was a phone that had sat in Wei's pocket for three months, so the courts couldn't trust what was on it. The prosecution protested both acquittals, and in October 2019 the Nanning Intermediate Court reversed them: attempted homicide, five years for Tan, two years seven months for Ling. By the morning of the verdict, Ling had already served it.
