I think there is evidence that it's hit his elbow as the ball has travelled downward, so would disallow goal then give the penalty for a blatant foul.

Look at the rules, they’ve changed. It’s bounced off his body onto his arm so it’s not handball. And that doesn’t affect goal scoring anymore even if it’s come off their hand.
