Lights don’t need to be on unless in the roadway, if parked in a spot it’s fine. No law says if on a call they have to be on. If on official police business police can in fact park anywhere. She’s wrong.

I saw the YouTube of this. He arrested her. The officer ended up with a two week unpaid leave and was cleared for any wrongdoing. The meter made had a six week unpaid leave.
