Try sitting with him on the floor and gently interacting with other dogs too petting and speaking to them and to him. It might help him feel more comfortable.

Maybe if you make friends with one of the other dog owners and he sees you standing with them and then that dog can be introduced to him maybe that’s what he needs

If he wanted to play he would start running with other dogs. Some dogs just want to watch and sniff around. Thats ok too
