obviously they were called there by him because he wanted to make a complaint. when they tried to leave, you can tell the video was cut then continued when they were trying to search. "what's in there" implies that he keeps reaching for something in his pocket.

For police safety, they have the right to ask you to keep your hands out of your pockets. However, if you refuse to remove your hands, and since you're on your own property, they can't force you to remove your hands by physical force.
