Was the plate actually stuck or was the soot build up blocking the air flow. I’m no mechanic but I’m guessing if you took some throttle body cleaner and cleaned the valve body it would have started

Definitely a canooter valve. Has a logarithmic casing that keeps the lunar wain shaft from side fumbling.
