That rain is most likely from a pond that has been dyed blue from a person and has just ended up as rain from the water cycle the pond takes. The itching is prolly because its dye and the sickness the guy got from drinking it also makes sense as drinking dye can make u sick. I don’t know about the hallucinating but it’s most likely to do with the type of dye the person has used. It’s not that scary lol.
