that's dulce de leche and it has nothing to do with US. it's a dessert from a latin america (argentina, uruguay). also analog of this boiled condensed milk is well known in ex soviet countries

just boil the sealed can în a pot with enough water to cover the can, for 2 hr and you get the same result
