An officer has to have a legal justification for asking you to identify yourself. They can’t just look at you walk up to you and not offer a viable reason for their request. If it’s a traffic violation yes you the driver have to produce ID. In no state are you legally required to have ID on you for just existing or walking. One thing you have a complete right too is to remain silent. You are not obligated to answer any questions at all. You eat a red light , produce documentation required and stay shut .
