Worked as an ACO in CA and NV, this dog would have been seized and we would have returned later with a PD and a warrant to arrest the owners. Some states are just so far behind with updating their laws when it comes to animals. It’s sad

Poor baby. Are you allowed to ask owners if they would be willing to surrender when they obviously don't have the skills or abilities to take care of an animal they have brought home? And if they said yes, is there a local rescue that would come and get them?
