Actually, the watchers are in fact demons whose role is to bear witness on the human kind choices since the devil himself can't see it all. God allows this to make it fair on the war for our souls since He's the perfect judge.

Demons are the disembodied spirits of the Nephilim. The Watchers are still Angels even if fallen. Nephilim are the offspring of the fallen ones. Their spirits were cursed to walk the earth having all the desires of the flesh with no body to fulfill those desires, which is why they need a body to possess.
