She is heartworm positive and has had puppies in the past but she was definitely an owned dog because someone cared enough to put a tag on her that says “please be kind I am deaf I mean no harm” 😭. My assumption is her owners wanted people to know her barking at you is just a trait of hers because she is deaf.
