He is a person that wants to practice preparation for a worst case scenario, so he and his assumed family have the right I believe to do so. That's a proper execution of his rights as far as i know and part of the freedom to being an American. It is indeed an eye sore and he could better practice at a different location, but aside from the lack of bug control I don't see a problem here.
