I also agree with all the comments that maybe he’s in pain? I would lightly touch and press on his paws and legs to see if he is hurting there

If this is becoming a constant occurrence, I would carry small training treats on your walk to motivate him and something of high value (cheese, chicken, deli meat) for when he’s not moving at all like in the vid
