i reached out to someone i know at TikTok and this was their response - I received confirmation that it is a known issue and that other users have been experiencing it as well. Our team of engineers is looking into it. There's no update yet on the estimated fix, but I'll reach out again as soon as I have more news.

I really hope TikTok notices this issue soon and fixes it. Yesterday, I tried uploading a video 6 times through the TikTok app, and it always looks bad poor quality and messed up framerate. I even tried lowering the bitrate and softening the image, but nothing helps. Even TikTok Studio doesn’t fix it.

It’s been like this since I think Thursday for me, super annoying!! For me it’s 30fps and also really low quality too so it unusable. Usually when I upload the downloaded copy will be about half the size so small quality hit, but now it’s about a twentieth the size so massive drop in quality :/
