Happened to us it was a leak in the pipes the town pipes. Can’t remember if we got a refund. We didn’t have to pay for repairs the town had to pay for the repair.

I got charged for 21,000 gallons of water, when they investigated it they found out that the previous person who was supposed to check it drove too fast past the house and the reading wasn't accurate..
