it's really quite simple: he's not running the agency. he is a figurehead. he wanted a prominent position where he could pursue his anti-vax agenda from and that's all he cares about. the actual work of running the department, he doesn't have the time, attention or capability for that to be honest.

I see this science as a government service to citizens and the world. We, or our elected representatives decided that this research is an important use of our tax dollars. If I was in Congress, I would be so angry at the blatant cancellation of the law as we passed.
