he might be referring to foreign students which are on the Harverds budget. His point was that the US grants money and that money finds its way paying for foreign students scholarship. To get on Harverds budget you not only need to be qualified at that time, but you need to preform at that level until you graduate otherwise you will be taken off the budget and someone else will take your place. I could not find anything on Harverd putting someone on the budget just because they were a foreigner. To suggest they shouldn't be on the budget simply because they are not a US citizen is a bit silly imo. If the students preforms to that level they should be rewarded instead of making their life even more difficult as a foreigner.

Ivy league schools have over 25% of their students as foreign students. if you take basic supply and demand, this would impact the price of college. Maybe if we li.it the number of foreign students, this will help reduce the price of tuition?

One thing that’s often misunderstood about university endowments is how restricted they are. In Harvard’s case, most of the endowment is legally bound to specific donor purposes—scholarships, research, professorships, etc. Only about 20% of their spending is unrestricted, so they can’t just use it to say make tuition free for everyone as that would cost more than the amount they have control over per year.
