This is not true. Women were often kept out of public view, but it wasn't illegal to photograph them. Men didn't dress up as women for photos. The picture really shows Taj al-Saltaneh that's just how she looked.

the claim that women weren’t allowed to be photographed in the Qajar era isn’t true. The Shah of Persia (Naser al-Din Shah) was actually obsessed with photography in the 1800s and had hundreds of photos taken of his wives and daughters and that woman in the viral photo is a real woman, not a man in disguise. Beauty standards were just very different back then.
