It’s a perk that Japan offers to travelers to boost tourism. If it exceeds a certain value you could be asked to pay tax at the US airport you fly into. Once you get passed customs, there’s no need to pay any tax.

Yea if you spend more than $800 you can get charged if you are picked in customs in the states, also just keep it all bagged and don’t buy for business buy for personal reasons

I went to Japan in October 24 bought a ton of stuff and didn't have an issue coming home or with my taxes.

If it’s considered a luxury good, you have to declare it when you return back to America and then pay taxes on it
