Instead, Tilico has been labeled “No other dogs – aggression” despite coming in with a female companion and showing only friendliness toward people. When you walk up to his kennel, Tilico doesn’t growl or shrink back — he perks up, wagging his tail, hopeful that you might be the one to see who he really is.
