Wrong! She was arrested. Doesn’t matter at this point the cop said “under arrest” it’s an illegal arrest. Also unlawful detention & kidnapping. Someone is under arrest at the point a reasonable person would believe they were under arrest… i.e. when the cop said “you are under arrest”! An arrest isn’t when taken to jail, or charges filed. She should have sued!
