So no probable cause of DUI. They know they cannot force him to do the eye test. But say he cannot drive due to suspision. Either falsely aresst him or let him go and drive home.

It’s like having an over aggressive salesman in your face who can’t take being told no. Not every traffic stop or petty violation needs to lead to more charges. Write the ticket and go on about your day. BTW, absolutely about his demeanour even slightly hinted he was even buzzed.
