They're both adults and curfew doesn't apply. But even if they were minors how does arresting them make sense. "You're out in public doing nothing illegal but we're going to arrest you anyways because it's late out and something bad could happen to you because you're a minor." First off they can't assume someones age just because they look young. It being late out doesn't justify them trying to ID someone because they COULD be violating a curfew. Probable cause is still needed and the officers assumptions about their ages doesn't apply.
