It’s all about money. The only thing they need to see on the plate is your tag for the year and the numbers and letters. The rest is useless to police.

When I registered the vehicle in Pennsylvania after being out of the state for a while, they said that the.com at the bottom has to be visible otherwise it’s against the law and that license plate brackets that go around it from dealerships are illegal

Good. Police need to see the whole plate. Some are similar design, especially personalized plates. If they are looking for someone and you have the same Florida plate as someone from another state, you're a suspect if they can't identify your state
