Get a PI from a firm such as Martin Investigate which has former FBI/DEA agents. There are a lot of moving parts here. You'll need a firm with that level of expertise. Start a Gofundme if needed. You and your children deserve closure. A lot of time has passed. I would reach out to them asap.

Consider a Facebook Justice site and gather community following. Post his story constantly to community groups. Start a website and a change.org petition and start gathering signatures to apply community pressure. Email the state attorney’s office weekly. I’ve had to do all these things for justice for my son
