ok there arresting here for having the intent to steal but have the intent to not steal and put the stuff back is just dismissed??? I'm not saying she is right for trying but I am saying that there picking and choosing what statements to focus on to make the arrest. And can you be arrested for intending to steal even if you haven't done it yet??
