the trick for releasing the hitch is to pry with a pry bar just under the ball right where the curv is.

Get some PB Blaster. Saturate the whole ball and the surrounding area with it. Let it sit for a good amount of time. Then from under the bed, use an air hammer right on the ball. The PB Blaster should lube up and help break up the rust. Allowing the air hammer to push the ball up.

On the hitch I had in order to get it up I had to have the flap in the right position and finesse the ball up, the flap would be up roughly 45°, granted yours may be a lot more stuck than mine was but just an idea

I have the same one on the pivot point on the ball is a grease zerk you can grease and pry the ball up

Use the engine hoist again but use a chain on the ball instead of a ratchet strap.

have you tried heating around the joints that keep it in place, why prying it up around the neck of the ball with a pry bar

listen take a floor jack put a flat peace of wood on it get a peace of two inch round stock pipe put it on the ball underneath the truck and make sure straight a jack it up
