sorry mate the dipstick would have been my first port of call in any assessment firstly because running a motor without knowing if it's has oil or diluted with petrol will damage the motor

With gravity feed fuel systems its a common problem. Briggs actually put a solenoid on the bottom of the fuel bowl to help eliminate the problem.
