You are right, but its mostly casuals saying the "bad pokemon" thing, and they generally just mean low BST. Many don't understand how restrictive looking at BST alone can be, especially for VGC

Pachirisu was a perfect lightning in a bottle moment. The only pokemon bringing earthquake to threaten it was Garchomp, which had all the other dragons plus fairy’s it had to worry about which reduced Chomps usage

I mean just having the moves nuzzle and follow me makes pachirisu better than like 80% of other mons because those moves are so crazy, not to mention how great volt absorb is and it may not have great bulk but it has pretty good speed which is honestly more important

People thinking low bst= weak never played vgc. The most unfiar pokemon ever, sso bad it was called war criminal, has a bst of 250 thats 110 less then spinda. Thats less theb geodude and as much as zubat So no, low bst ≠weak
