They can but no one will waste their time doing so, if you use a Chinese site of vendor they can track the vendor and most of them have representative in the US, once them hold vendor, vendor drop your bank details it’s just a long process so it might never happen

Gift card can also be tracked especially those once actived on phone like ITunes i haven’t seen someone tracked it to the exact location but the detail of phone that activates it was traced so I believe pros can tracked the person with their phone details
