basically when the tungsten is in the boat the boat is also inside the water, when the tungsten is in the water the boat floats up, thus water level goes down

The cube presses down the boat and there’s more volume pressing down, displacing more water so then the weight of the cube is removed and the boat rises up, displacing less water

could also be because the boat becomes bigger the more its present down and water rises from mass not weight so the boat wil be less in the water so the water would go down

One way to think of it is that the cube pushes the boat down, and due to the larger size of the boat, the boat forces a lot more water upwards than would the cube by itself.
