Those 40mm less than leathal rounds. They're used for crowd dispersal. They can have a rubber slug, apparently a sponge (I haven't seen before), etc. Less than letal rounds are supposed to be fired at the ground and skipped into their intended targets. She said they were being thrown a police. I assume she meant the spent rounds were being thrown back at police triggering a response.
