actually, there's no actual proof in the documentation about the whole project involving the p90, mp7, mp9 etc. that it has to penetrate russian body armour. Even the armour piercing tests weren't against something a Russian would wear. The whole idea was that kevlar armour was really easy to get and could be a potential threat against underpowered guns.
