There is a huge difference in frugality and being cheap. Frugality would be investing in a quality piece of clothing, even from thrift store, that will last a long time and be timeless. And not have threads hanging from the bottoms of your pants.

When you go to a fancy event it’s out of respect for the others that we dress nicely and present ourselves as clean ppl. Go to the thrift store and get a pair of dress pants and shirt.
