if it won't come out but it's lose there's probably a captive nut on the other end that's broken if you can wedge the head of the nut up with a pry bar you could probably run it out with a battery ratchet

Needs to be fixed. It’s an anchor point for a seat. Rubber won’t save you in a crash.

not safe, as due to vibration and weight on seat, it might possibly slip out and may cause panic in driver during drive.
