( Version Video Footage ) "Black October" (Black October or Oktyabrsky putch) in September–October 1993 was a bloody political and constitutional crisis in the Russian Federation that culminated in a military attack on the Moscow parliament building. Background and Cause Power Conflict: There was a power struggle between Russian President Boris Yeltsin on the executive side with the People's Deputy Congress and the Supreme Soviet (parlement) on the legislative side. Economic Reform: Yeltsin wanted a quick free market reform (shock therapy), while parliament dominated by communists and hardline nationalists rejected the policy because it made the people's economy slump. Chronology of Events September 21, 1993: Boris Yeltsin issued Decree Number 1400 to dissolve parliament and order a new general election—an action that is considered unconstitutional. September 23, 1993: Parliament responded by firing Yeltsin and appointing Vice President Alexander Rutskoy as President's Office. The legislators then froze themselves inside the Russian White House (Parliamentary Building in Moscow). Early October 1993: Tensions increased after pro-parliamentary demonstrators clashed with security forces and occupied important facilities. October 4, 1993: Yeltsin deployed military and battle tanks to surround and shoot (hit) the Russian White House. Rebellion leaders such as Alexander Rutskoy and Parliament Speaker Ruslan Khasbulatov finally surrendered and were arrested. Impact and Victim Casualties: Official government data states that around 147 to almost 200 people died and hundreds of others were injured. Independent and opposition sources estimate that the death toll could reach more than 1,000 people. New Political System: This event ended the era of power dualism left over from the Soviet era.
