They just can't march. probably not enough prep time tbh. They only teach you how to march in basic after that you never really march again in the fleet. Everytime they do something that requires marching you have 2 weeks of practice beforehand they probably just didn't practice due to the amount of people

uuummmm. It's called route step. It's like the command to fall out, but in movement. It's a way to move troops efficiently without calling the platoon to attention.
