In the movie it’s Toad goes crazy with trends, sees a car and is so enraptured, he “steals” it, turns out he actually did try to buy it but got swindled and sent to jail. So I’m not sure if the ride is him being drunk, but more so it’s him still stealing the car because he legit would have just stolen it, no matter if he did actually try to pay for it or not

this is peak opening day disney era right here. the main character not shown because you, the rider, are mr toad, the simple yet fantastic animatronics and effects, the confusing insane storyline, the feeling of "what just happened" when you get off, its fantastic
