Trust your gut, if they're like that, they're like that for a reason unfortunately and absolutely shouldn't be in their job as they don't possess all managerial skills. So skip step one and go straight to the acceptance part where you decide whether to stay or go.

my manager is very suportive, a good caring person, but he'd forget his head were it not attached, he calls me for the most minor things, on weekdays, weekends, after hours, i have to explain everything 10 times, i have to accompany him to the most pointless meetings, i have to make decisions for him, everything takes 10 times as long as it would without him

JOIN A UNION! Unite with other colleagues and take collective action. If you can’t take formal action you can take informal action such as use of sick leave, working slower, small acts of undermining the manager, playing dumb. What you should never do it keep achieving because you’re just making the manager look good. Nobody cares if you resign so don’t think that will send a message because it won’t. But why should a bad boss push you out of a job. You and your colleagues can get the manager out if you work together, be smart with your tactics and avoid HR - they are not your friends.
