Coming from a driving instructor some people have anxiety very bad anxiety. Some people never was taught or was trusted to be taught. Some people have to pay for themselves. People who have seizures cannot drive or have to be medically cleared by a doctor.

I finally got mine at 21. I see your point love,I do. But I for some reason was TERRIFIED to drive. My anxiety has always been so bad. That’s what put me off so long:/ I was so ashamed. I’m glad I worked through it but yea. Some people just may be scared too:/ now just simply being lazy,and not even trying is another thing.

The only understandable reason for not having one is if they got in a lot of wrecks as a kid or is just traumatized for it.
