the progress on this monument has been going on for a very very long time. the reason why it takes so long to build is they refuse to take government money because given the history of the US and its government: they are known to break treaties contracts or even just a handshake. so the tribes have decided to build it themselves so there is no US government oversight or fear of cancellation
