Are they LEDs or incandescent? LEDs can have electronics involved that make this circuit unpredictable without more information.

Firstly, you don't know the real reason because there is no real reason to wire that circuit. Secondly, LED lamps like this are not supposed to be "wired in series" stop playing with electricity

Voltage drop is proportional to resistance in a series circuit. Higher watt bulb is lower resistance lower voltage drop. 22.5 volts on 13w and 48.7v on both 6w.

Because it’s in series where the potential difference is shared rather than a parallel circuit where you would be getting 120 at each bulb because voltage stays the same

I think since there should be more resistance in the 6w bulbs making a voltage drop. Voltage divides based on resistance. So I’m thinking 13w is not getting enough voltage to illuminate

Easy. They’re wired in series, so voltage splits based on resistance. The 13W bulb has lower resistance, so it gets less voltage and doesn’t light up.. simple voltage divider

The lower wattage bulbs have higher resistance creating larger voltage drop the higher wattage has a smaller resistance drop and is not enough voltage to light her up.

V drop on loads is approx 48.7v x2 6w and 22.5v on 13W. The voltage on the 13w is below tge threshold of operovoltage. All led s have a operating v range.

I’m sure there is a quicker way to do this just with watts, but I found the resistance of each bulb, found the voltage drop over each bulb. For the 6w bulb, they have 46.4v drop with 116v from the source. The 12w has 23.2v applied to its circuit, not enough emf induced to run the bulb.

If they are all led bulbs the voltage drop exceeds the threshold of the lamp that didn’t burn if they were all incandescent bulbs they would all work but be dimmed

all three in series, according to thevenins theorem, youd add the resistances. if 120v, 6w/120=50mA, 13/120=108mA. it requires more current to run it. however, v^2/p=r. 120^2=14400. 14400/6=2400 ohm. 14400/13=1107.7 ohm. adding them all, 5907.7 ohm. 120v/5907.7ohm=20mA. its enough to illuminate the 6w, but not enough for the 13w to the visible eye. 120×.02=2.4w which is 40% of recommended/rated power. 0.18% of the 13w.

Electricity flows to the path of least resistance, and since the one bulb is 5x more watts it skips the bulb to power the weaker bulbs.

Series circuits got the same current. LED lights adjust its own voltage. So the current is suitable for 6w ones but not enough for 13w one to work.
