I’ve been watching this videos for quite some time now and I have never heard that he has gone to a state agency that has jurisdiction over local buildings departments or hired a lawyer to pursue the proper chain of command.

I am a construction superintendent, and this happens all the time. But the builder and the owner should know that this is always done at risk when you start framing prior to receiving a permit. The city isn’t liable if you do it at your own risk. The city just cares that when you call for your first inspection, everything then must be correct. Being impatient on the builder and owner’s part is their problem.Once you file for a permit, they have 30 days to review it.
