Mass incarceration hit the black community the hardest. Welfare empowered black women to easily walk away from their babies daddy because the government will give them everything to live. It ended up being detrimental to the children who ended up in gangs subconsciously trying to find that family connection and needing money to survive, until it became a way of life. Gangs =mass incarceration that hurt the black community but enriched the ones that ran/own the rights to running the prisons. The taxpayers pay the prisons to be built, then a private company takes over the running of most of them. In the beginning they intentionally moved jobs from black communities and black men turned to crime to support their families. After it worked so well on the black community, they started doing the same thing to the rest of America.
