This is slightly incorrect. Flying ballast generally only becomes a problem above 320 kmh, which is why pretty much all European HSR uses ballast, but China is almost entirely ballastless, as many of their lines run 350 kmh (and are the only lines that run 350 kmh, other than Indonesia's, which China built as well and is also ballastless).
