That appears to be a commercial vehicle, or an “18-wheeler,” that is subject to a more detailed and regulated system compared to a regular driver. This is explained to the driver during the process of obtaining his license and when he agrees to receive it. While it may seem unfair, no one is forcing the driver to take that particular route in his life.
