So for black flash: Final crisis #5 and Flash:rebirth (2009) issue #2 both state that Black Flash and Black Racer are the same being. In DC Nation #2, Wally is stated to be faster then Black Racer, and so he'd also be faster then Black Flash. Wally also ran faster then the speedforce in Flash Forward #4, and the speedforce is what powers the black flash. Recently, starting in Flash #800, and continuing into flash volume 6, Wally has gained the ability to "step outside of time, distance, and the thread of my own story", which also includes stepping to different layers of reality, which black flash wouldn't be able to do, so BF literally couldn't touch him. Also recently, in Flash volume 6 #11, Wally ran through the SOURCE WALL and into the source, which is genuinely insane, as that's basically him running past the DC omniverse as a whole, and far beyond the Speedforce. Wally is also stated to be the "cynosure" of the deep change, which is the thing that creates the speedforce, so he may be able to access powers beyond what the speedforce gives wally negs
