Get rid of the rocks and replace it with mulch. The rocks hold in and radiate heat and made hot days even worse. Hydrangeas hate hot rocks

Remove rocks around the base add milk and just keep the rocks about 2 feet away as a path

You don’t have to remove all the rocks. Just remove around the base a good amount and put a good mulch around the plant. That will work and look great!
