Depends on the quality of oil. Something keystone xl shills never understood. Keystone only pumps tar oil, not great for making fuel, and is only bought by countries like China. Also, not all oil states have refineries to supply their population. Alaska has very few refineries, not enough for its population. Most of its oil goes to west coast refineries. Alaska supplies 50% of their current crude demand.

For those confused about the northeast a lot of the pipelines run from the US into Canada and back into the US when it runs into Canada they add their oil to be refined in the US so it inflates the amount of oil that those states are dependent on
